Australian Plan Would Hurt Most Working Women

Minimum-Wage Maternity Benefit to Reduce Income

The proposal by an Australian commission to guarantee women 18 weeks of paid leave after giving birth would leave 60 per cent of them worse off, as it calls for them to receive minimum wage. Oddly, though, 30 per cent of women would be better off because they earn little at part-time jobs and would receive more income via the flat benefit. Former senior public servant Julia Perry said the Productivity Commission was treating paid maternity leave as welfare rather than as a work-related leave entitlement.
